Gordon Brown has begun secret talks with other world leaders on far-reaching reform of the United Nations Security Council as part of a drive to create a "new world order" and "global society".
The Prime Minister is drawing up plans to expand the number of permanent members in a move that will provoke fears that the veto enjoyed by Britain could be diluted eventually. The United States, France, Russia and China also have a veto but the number of members could be doubled to include India, Germany, Japan, Brazil and one or two African nations.
Mr Brown has discussed a shake-up of a structure created in 1945 to reflect the world's new challenges and power bases during his four-day trip to China and India. Last night, British sources revealed "intense discussions" on UN reform were under way and Mr Brown raised it whenever he met another world leader.

I thought this worth story recording here, as it's the sort of thing that is unlikely to get mainstream attention and might otherwise go unnoticed. In time it'll probably affect us all to some degree.
Basically, according to the article Gordon Brown is preparing the ground for an expansion of the UN Security Council to help consolidate the "new world order" and "global society". Objectively this simply means that the UNSC will expand its current membership (Britain, France, United States, Russia and China) to include Germany, Brazil, India, and Japan and "one or two" African countries - but of course, there's more to it than that.
The reason this story is important is that currently, UNSC members each hold a veto vote, which means that nothing much gets done in the name of the UNSC without unanimity. The article uses the word "adamant" to reassure readers that the British veto will not be negotiated away and yet, notice that this powerful word IS NOT attributed to Gordon Brown; merely "his aides". To make it worse, we are given a rotten apple in the next sentence to prevent us thinking, as the article goes on to suggest that new members won't be given a veto vote, at least initially. You see, even there they have to attach a caveat, but it's all a lie folks, because it's OBVIOUS where this leads.
You only have to look at the history of the EU to see how the veto vote becomes the primary bone of contention in these situations - and eventually, as the membership enlarges, the pressure to remove veto powers becomes overwhelming. See almost any of the major EU treaties (including the current one) to see how member states have slowly lost the power of veto in more and more areas of competence over time. In its place Qualified Majority Voting (QMV) is ushered in, which in the case of the EU tends to mean a rigged voting system where the bigger members can gang up on the smaller ones to get their own way. In the EU it leads to all sorts of horse-trading (which in their case tends to mean bribes and stuff, allegedly).
The fact is, not only is this overblown bureaucracy costing YOU money, but when the chips are down it'll still be a complete waste of time. Remember how Blair said we should get a second UNSC resolution before invading Iraq and Colin Powell responded the next day by saying "We don't NEED a second resolution"?
I trust we can all see the irony there.
