A woman was handed an £80 litter fine after her toddler grandchild dropped some crisps on the pavement.

Barbara Jubb had picked up the packet of Quavers when it fell from the hand of 20-month- old Emily.

But she failed to pick up two stray crisps that spilled from the bag.

Within seconds two council litter wardens swooped and issued her with an £80 fine.

"This is diabolical," said Mrs Jubb, 57. "£80 is a lot of money, especially if it's just because a baby dropped two Quavers.

"I saw these two women coming toward me with clipboards. One of them produced a card and said, 'We are from the council and I'm going to fine you for littering'.

"I said, 'What litter - it's just two Quavers, it was my granddaughter, she dropped them'."

"People were standing around listening-they were just laughing, they couldn't believe it was happening."

The incident happened when Mrs Jubb was waiting for a bus with her daughter Selena, Emily's mother.

They were on their way back to their home in Crawley, West Sussex, after a hospital visit in which Selena was diagnosed with a heart condition.

Mrs Jubb added: "It was only when I got on the bus that I read the notice and realised they had fined me £80."

Selena, 29, said: 'At first we didn't realise we had been fined. These two wardens had come up to us and given us a notice.

"When I read it on the bus I realised my mum had been given an £80 fine. Luckily Emily didn't have a clue what was going on. I think they are targeting vulnerable people."

A spokesman for Crawley Council said: "People leaving their rubbish behind - or dropping litter anywhere other than a bin - is totally unacceptable.

"It annoys responsible residents who help us to keep the town clean and tidy and the council will not tolerate unsociable behaviour."

The council did however allow Mrs Jubb's appeal against the fine, saying the penalty would be waived because of the 'exceptional circumstances'.

If it were just one or two stories it wouldn't be so bad, but they're everywhere! It took no more than 1 minute to Scroogle for these. What's it going to take for people to demand an end to this?

Nice collection of ludicrous laws there, Entropiate.

I think the trouble with most of these laws is peoples tendancy to think that they'll not be so unlucky as to be caught out. The real trouble, I think, with all of the increasing legislation is that it makes it impossible for people to avoid inadvertantly contravening some ridiculous law or another.

My personal bugbear is with the ever increasing amount of anti-driving legislation in this country. It's the single biggest means of ensuring that millions of normal citizens are penalised and criminalised each year, so that it becomes "normal" for everyone to have some sort of black mark against their name.

Personally, I think it will all come home to roost when the 7th EU treaty is signed into law, and no one has the right to appeal or protest anymore. At that point, dissenters or anyone else that TPTB don't like can simply be rounded up for, e.g. dropping crisps, barking at a dog, performing an "illegal" but entirely logical driving manoeuvre or simply contravening a law that no longer exists. Then some people will simply start "disappearing" after being picked up by the police.

By that time, it will be too late for anyone to do much against it, and I don't doubt that TPTB's solution to this knotty problem will be to tell everyone that they'll be safer if they take the microchip - so that they have easy reference to the multitude of moronic laws that are being introduced. What a nice convenient package, to help people stay "safe" and the right side of the law. (n).gif

The very fact that these laws even exist is testament to how scrambled the heads of the lawmakers are already. Heaven help us all.

Freedom and democracy are products of the human imagination. Neither has ever existed in the sense that you could give them a hug or pick a bunch from the field. This is important because freedom is a subjective experience that can be manipulated by others and democratic institutions can only function while enough people believe in them.

That's why the ongoing attempt to thrust "freedom and democracy" on defenceless countries with outstanding fuel reserves was wrapped up in cuddly "winning hearts and minds" propaganda soundbites initially - and it's also one of the reasons the western world looks set for meltdown these next few years.
