The book is published by the Lucis Trust, incorporated originally in New York as the Lucifer Publishing Company. Lucis Trust is a United Nations NGO and has been a major player at the recent U.N. summits. Later Assistant Secretary General of the U.N. Robert Mueller would credit the creation of his World Core Curriculum for education to the underlying teachings of Djwahl Kuhl via Alice Bailey's writings on the subject.

I note that both Gorbachev and Clinton used the phrase "thousand points of light" during their terms of office.

Unfortunately, I've been unable to get hold of an online copy of Alice Bailey's book, "The Externalization of the Hierarchy" from the Lucis publishing company. Another quote from the book states:

Sorry I took so long to get back to you. I don't get to this forum much anymore, but this is a link to the tracker at Con cen dot org (without the spaces) the site for conspiracy central. You can find all her works there in pdf's for free but you will have to sign up there with your own account. If this link doesn't work, then just search for her name once you are signed in there and you will find it. This is a torrent file, so you need a torrent program, such as utorrent or bittorrent which are also free downloads.
